Owner and managing director of IUVENTAS INVEST Ltd.
A lawyer, political scientist and real-estate expert working across four mutually reinforcing fields: legal and transaction advisory; the application of advanced technologies (artificial intelligence, network science, smart city) in public service; process and organisational development; and investment promotion together with settlement and regional development. His particular strengths are the rapid grasp of contractual and regulatory questions, the legal-and-business interpretation of complex transaction and investment situations, and the structured support of negotiations involving many stakeholders.
Artificial intelligence, network science, smart city. As a senior technology and public-service expert at Neumann Nonprofit Ltd. he coordinates network-science and data-driven programmes: he contributed to the National Network Research Strategy, to the project management of the Data-Driven Healthcare Programme of the RRF National Laboratory for Health Security, and to the groundwork of public-health research based on network-science methods. He coordinates an adult-training programme on artificial intelligence and has worked on the Neumann Technology Platform, the Student City programme and the “PilotInnCities” Interreg Danube Region project. He knows the smart-city approach as delivered practice, not theory: as mayor of Monor the town became Hungary’s first smart city financed from state funds, with several innovative technologies deployed simultaneously and in an integrated way.
Process and organisational development in public administration. Since 2010 he has continuously provided organisational, operational and process-development consultancy to the public and private sectors, pioneering the application of Lean, Six Sigma, Kaizen and other modern process-development methodologies and management techniques in public service. In the KÖFOP-2.1.2-VEKOP-15 “Good State” project he examined how modern process-development tools, artificial intelligence and network research can be applied in public administration.
Investment promotion and site selection. As mayor he ran an investment-promotion programme: in cooperation with the Hungarian Investment Promotion Agency (HIPA) he brought multinational manufacturing and R&D&I companies to the town (Shinheung SEC EU, Ceva-Phylaxia) and secured domestic business expansion (Airvent Hungary); local business tax receipts rose by 74.1% between 2014 and 2019. This practice rests on the theory of site selection, enterprise development and settlement, micro-regional and regional development: as a micro-regional development commissioner of the Prime Minister’s Office he coordinated development policy for the settlements of the Monor micro-region, while his degree in political science and his municipal advisory career provide the methodology of development planning. His own development is the koltozzunkvidekre.hu portal, which links state and municipal databases in a searchable form to support careful choices of home and business location and well-informed investment decisions.
Real-estate law and transaction advisory for multinational clients. As a legal expert on property development and investment projects he handled real-estate legal work in connection with several dozen developments of billion-forint scale: from the selection of sites for super- and hypermarkets, shopping centres, bank branches and drugstores through market research and sale-and-purchase agreements to the final occupancy permit. His principal clients were Spar Hungary Ltd., Tesco-Global Stores Plc., OTP Bank Plc. and Rossmann Hungary Plc. His fields: real-estate law, construction law, and the norms and regulations relating to investments.
His experience covers real-estate legal work, the preparation of investments, decision support for development and acquisition projects, the review of legal and business documentation, and cooperation with partners in both the public and the private sector as well as with cross-border and international consortia.
He has led IUVENTAS INVEST Ltd. since 2009: the company lets its own properties in Budapest, Monor and Keszthely and operates private accommodation. The portfolio follows the same logic as the professional career — precise documentation, predictable operation and long-term tenant relationships.

Results as mayor of the town of Monor, 2014–2019
The development model of the mayoral term: strategic partnership with the state and its agencies, the simultaneous and integrated deployment of innovative technologies, the arrival of R&D&I and multinational capital, and the reinvestment of growing tax revenues into the next development phase. The tables below show the town’s closing-account and report data, HCSO figures and the investments published in official municipal announcements.
No major foreign investor came to the town before 2014, so no state investment support reached Monor either: up to 2017 the series runs flat along the zero line. The two large projects prepared in cooperation with the Hungarian Investment Promotion Agency (HIPA) broke that line.
The HUF 8 billion plant of Shinheung SEC EU Ltd. was built with HUF 769 million of state support; construction took place in 2017 and 2018 and production started on 26 March 2018, which is why the column appears at 2018. The veterinary investment of Ceva-Phylaxia Plc. consisted of HUF 8.17 billion of corporate investment and HUF 1.63 billion of state support. The number of registered jobseekers fell from 609 to 276, by 54.7%, during the mayoral term. Production started at the Monor plant of Shinheung SEC EU Ltd. on 26 March 2018; according to the company's own information, close to 2,000 people now work at the plant, the group's first European facility.
Investment promotion also showed up in the town's own revenues: local business tax receipts rose by 74.1%, total public-power revenues by 51.1% and building tax by 9.7% between 2014 and 2019.

The 2014 and 2015 figures come from the annexes to the closing-account decrees of the Municipality of Monor (decrees 11/2015 (1 June) and 14/2016 (30 May)); the 2016–2020 figures come from the performance column of the municipality’s annual budget reports (lines B351, B34 and B3). The public-power revenue line also contains items other than local taxes.

Professional and advocacy alliance
Since July 2025 dr. László Krisztián Zsombok has been president of the Seven Borders Cross-Border Municipal Alliance in the Carpathian Basin (HHÖSZ).
The Alliance supports cooperation between Hungarian-speaking local governments across the Carpathian Basin: it strengthens cross-border relations and supports regional development, equal opportunity and competitiveness objectives. As a municipal advocacy alliance it acts as a central coordination forum, facilitates the flow of information between members and maintains contact with Hungarian organisations beyond the borders as well as with EU and European institutional actors.
The value proposition adopted in September 2026 rests on five mutually reinforcing strategic pillars: eight municipal training programmes worked out by name, a European presence planned by delegation size and professional purpose, tangible membership services, local-history preservation (Living Memory) and regular professional forums. Each pillar has a defined programme, target group and launch sequence.
Eight municipal training programmes worked out by name — from EGTC/ETT project management through smart small towns and crisis leadership to artificial intelligence in the town hall. Programmes P1, P3, P4 and P5 launch first, with certificates issued under adult-training registration; the remaining programmes follow step by step in 2026–2027.
A European event portfolio planned by delegation size and purpose: Smart City Expo World Congress (Barcelona), Smart Country Convention (Berlin) and the European Week of Regions and Cities (Brussels) form the proposed three-stop core programme.
A fair membership-fee scale, fast onboarding, a digital member portal, an expert hotline and experience-exchange circle, a joint procurement club, a micro-grant programme and measurable advocacy — with benefits felt in the very first year.
Local-history preservation and community building at once: a programme recording the recollections of elderly residents in member settlements within a uniform legal and editorial-ethical framework, starting with pilot municipalities.
Events already delivered: a professional salon on municipal and public-service drone applications (19 February 2026), the EGTC/ETT István Pálfi Memorial Conference (5 March 2026) and a salon on the reform of municipal public-task delivery and the redistribution of state functions (24 March 2026). The continuation is planned as an annual flagship conference and regular salons.
Cross-border projects from A to Z — in hybrid form, alternating on both sides of the border, with an adult-education certificate.
An online self-assessment tool, an on-site evaluation workshop and an annual comparative publication for mayors and chief officers.
Five live webinars and an own municipal mini-project for leaders of settlements with 2,000–15,000 inhabitants.
Municipal crisis management: simulation training with flood, energy, cyber and communication scenarios, plus a media-training module.
Artificial intelligence for chief officers and case handlers — basic and advanced modules, with EU AI Act, data-protection and information-security requirements built in.
CERV, Erasmus+, LIFE and the Visegrad Fund: a certified course with on-site days, online consultations and individual application mentoring.
Six to twelve months of structured peer learning: two study visits, moderated online sessions and a joint action plan.
A separate module for each country on the legal environment of Hungarian-language public administration in Transylvania, Slovakia, Transcarpathia and the Vojvodina.
The event portfolio is planned as a three-stop core programme composed by delegation size and professional purpose, with optional extensions. Dates follow the Alliance’s strategic summary of September 2026.

Personal life and interests
He is married and is the father of five children — raising children appears on his list of hobbies, and not by accident.
In his free time he trains at the gym, plays the guitar and listens to progressive rock. Between 2022 and 2023 he completed the prose and short-story courses of the Hungarian Writers’ Academy; the writing that began there has produced a series of independent texts, collected on this site.
His interest in family history resulted in a genealogical study traced back to the middle of the 18th century by the genealogist Péter Bárdossy — a summary of it is also available here.
